Reopening Schools Frequently Asked Questions (FAQs)

Please see below for answers to commonly asked questions regarding the reopening of schools in September 2020. This document will be updated as additional information becomes available.?

Please keep in mind that the COVID-19 situation continues to evolve and the details outlined below could change based on direction from the Ministry of Education and/or public health officials.

If you cannot find the answer to your question on the Tech Help website, parents/students can ask their question by filling out the form at the bottom of the page. Tech Help staff will post a response on the website as soon as they can. If parents/students are still having tech issues, they are to contact their remote school teacher directly.

DELIVERY MODEL QUESTIONS:

Does the school board get to choose which model schools reopen under?

Which model has the UGDSB been directed to reopen with in September?

Do parents have a choice to keep their children home?

Can parents send their child to school for part of the week and do distance learning the rest of the week?

If my child chooses online or in-person learning to start the school year, will they be able to switch formats?

When will students be permitted to switch between remote and in-person learning?

How will distance learning be structured throughout the day? Will there be a set schedule and a set number of minutes?

If I have multiple children, can I choose to send one or more of them to school, but keep one or more of them online?

When will information about online learning be available? What will online learning look like in elementary and secondary school?

Can parents continue getting physical copies of assignments during online learning?

What will grading be like for online learning / what will tests look like?

If my child is enrolled in remote learning, what are the expectations around participation?

If a child’s wi-fi connection or attention to the synchronized learning is not 100% each day or are not able to be online at every selected synchronized learning time, etc. but they complete asynchronous work each day, will they be marked as absent or penalized??

If a child switches to online (or in class) halfway through the year, will they have the same teacher?

Is there any way that twins can be with the same teacher online??

Will twins/triplets be in the same class to decrease the amount of people they come in contact with??

Will Upper Grand teachers be the ones teaching online learning or will it be subcontracted to private teachers?

Can I enrol my child in a private learning class for part of the day and do online learning for part of the day?

Will students have to be present during the live online learning or can they go back and watch it later?

Does the online day also give time for independent learning not on a Google Hangout/live video, or if the whole day will be via live video?

Why are students doing both in person and remote learning in secondary schools when we have been told that the ‘in-person model’ is okay for our area?

If my young child needs help using the computer for online learning, will there be an option for learning hours to be flexible so that parents can help when they are done work? How much parental involvement would be needed for young students during class hours for online learning?

Will the central online classrooms be composed of students all from the same grade?

What kind of breaks will students get during the day in the quadmester system?

In secondary school for students who selected to return in-person, will my child’s in class teacher be the same as their online teacher?

What is the purpose of alternating weeks between two subjects in secondary schools?

Will students doing remote learning have a staggered start date?

To confirm, secondary students will be taking their period 1 class all-day for 1 week, and then switch to their period 2 class for all-day every day for the following week and then switch back to period 1 classes for week 3 of the school year and so on?

HEALTH AND SAFETY QUESTIONS

What are the board’s plans in the areas of physical distancing, health and safety protocols and PPE when students return to school?

Who is responsible for screening students for COVID-19 symptoms?

What will happen if a student shows signs or symptoms of COVID-19 while at school?

If a student must be picked up during the day due to feeling unwell or showing signs or symptoms of COVID-19, do their siblings at a different school need to be picked up as well? Or only siblings from the same school??

What will happen if there is a confirmed case of COVID-19 or outbreak in a school??

How many people have to be sick before an outbreak is declared?

Will I be notified if someone in the school is tested positive??

Where will the board post information about confirmed COVID-19 cases in schools??

When can a person who tests negative for COVID-19 return to school??

When can a person who tests positive for COVID-19 return to school?

Will a teacher support the learning of any child who must stay home because they are unwell?

Should an entire class need to isolate, how will lessons proceed from there? Will students then need to join the board’s centralized online learning platform, or will they move to an online class with their peers and teacher?

What happens if a child is sick and doesn’t have COVID-19, will they be sent home? Will they have to show proof they don’t have COVID-19 before they are allowed to come back?

If my child is learning at school and develops COVID-19, after they have recovered, will they be put back in the same classroom?

If a teacher has been exposed to COVID-19 outside of the classroom (e.g.spouse, social circle contact) but has no symptoms, will that teacher be able to continue in class teaching?

If a member of the household or social circle has been exposed or has symptoms of COVID-19, will children in the house be allowed to continue in class learning if they have no symptoms, or will they be required to stay home until test results are received?

Will everyone entering the building have their temperature checked before they are allowed to enter?

What is the strategy for testing in schools?

How will public health nurses be servicing the schools? Will they be servicing multiple schools/school boards?

What are the precautions put in place if the COVID-19 numbers begin to climb again?

Will schools be getting any additional custodial staff to help with cleaning?

MASK QUESTIONS

What students must wear a mask? What about students with health concerns? What are the repercussions for students who refuse to wear a mask?

Will students who cannot wear masks for medical reasons be put in a separate classroom or will they be in class with everyone else?

Can students wear face shields instead of masks?

Will schools be providing masks and face shields to students?

What health and safety protocols/recommendations will be in place for the safe storage of students’ masks when they are eating/drinking or going outside?

What type of masks or face coverings for students are permitted. What are the standards?

STUDENT SUPPORT QUESTIONS:

How will schools protect immunocompromised students?

What support will be in place for students with special education needs or unique learning needs?

How will the board support mental health and well-being?

Will there be technology support for students who choose online learning?

Will speech therapy services still be available and how will they be done safely? Will students taking online learning have access to speech therapy services?

Will special masks be provided to students who are deaf or hard of hearing?

How will grade 12 students be supported by Guidance online while they are applying to post-secondary education?

Will EAs be moving back and forth between classrooms throughout the day? And will special needs students have one consistent EA or will it change daily?

SCHOOL OPERATIONS QUESTIONS:

What is the school board doing about ventilation??

What restrictions will be in place around student belongings?

Will scented personal sized hand sanitizer be permitted in schools or would these items violate any current school policies?

What hygiene protocols will be in place for students in portables or in classrooms without sinks??

How will supplies be handled in the classroom when there aren’t enough for each individual student and they are required to share??

What is the board’s plan around class sizes and distancing?

Will students/parents be notified before the first day of school who their child’s teacher is?

Can you clarify if classroom doors will be left open?

Will school hours during COVID-19 be the same as last year?

How does my child change their course selection if the course they selected was cancelled because of COVID-19?

Has the use of an outdoor learning classroom been considered to help distance students?

Can we request that our child be put in a classroom with their friends who are already in their bubble of 10 or in the same class as a friend/family member?

Will effort be made to keep children of families with elementary kids in the same cohort so parents can plan some sort of appropriate care for their children?

Will supply teachers be coming in from other schools or will there be a pool of teachers assigned to one school?

How is the board handling itinerant staff who normally must visit multiple schools??

During indoor recess, will students have to wear masks?

Who will be supervising students during outdoor/indoor recess?

How will lunch be handled for elementary and secondary students?

How are the classrooms being equipped to support the young learners in practicing physical distancing and not sharing?

Can you clarify if the UGDSB is cutting teachers at specific schools bases on the 10% reduction of students who have chosen online learning instead of using this opportunity to allow for less students in a school to lower class size and increase social distancing?

Will students be permitted to use bike racks?

In light of the COVID-19 pandemic, will the UGDSB be allowing volunteers into the schools?

COURSE AND PROGRAM QUESTIONS:

Will specialized courses, such as music or experiential learning courses continue to be offered??

Will secondary students be able to do in-person (on-site) co-op placements or will students be limited to doing virtual (remote) placements??

What will happen with LD and MID classes?

What will distance learning look like for JK and SK students?

Given the way that many JK/SK rooms are arranged, what amount of distancing would you be able to achieve? What will the class sizes be for JK/SK?

Could you please explain how the board’s class size strategy for Kindergarten classes will work?

In remote learning, will JK and SK have their own central classroom independent of the other grades?

Can my child start JK in January instead of September?

Q: Could you also please advise us on how Gifted stream classes will be conducted online? Specifically, will our daughter be placed in a gifted or regular stream classroom?

Will there be a Gifted class for remote learning and will they have the same teacher the whole time?

How will the DD in class day be structured and will DD students be wearing masks?

Will my child, who is enrolled in French Immersion, receive French instruction during distance learning?

TRANSPORTATION QUESTIONS:

What protocols will be in place for student transportation?

How do I opt out of student transportation?

How do I arrange transportation for my child?

If my child does online learning first and therefore does not need busing, will they be able to get a spot on the bus if they switch to in class learning??

With the secondary model, where high school students attend in person for either the morning or afternoon and do remote learning the other half of the day, will there be midday transportation for these students??

Will secondary students in the ‘morning’ cohort (e.g., A) ever be on the bus at the same time as the ‘afternoon’ cohort (e.g., B)??

If a student on the bus becomes positive for COVID-19, will the student, all other students on the bus, the bus driver and all classrooms who had contact with students on the bus need to be quarantined for 14 days?

Some secondary students have a long walk/ride to get to and from school. What do we do if we’re worried they will be late for the afternoon portion of their day??

How will we be preventing unauthorized students from getting on school buses??

As we know, students will be isolated within their cohorts during school hours. Will this isolation pertain during school bus rides or will students from different cohorts be mixed on school buses?

COMMUNICATION QUESTIONS:

When will the board be sharing more information about the reopening plan?

How is pre-registration information communicated with families?

Does the pre-registration survey send a confirmation email once the survey has been completed?

What do I do if I need to change my survey responses after completing the pre-registration survey?

Will school principals be contacting families to discuss start-up in September?

Will additional information beyond the Parent Guide be shared with families and students?

How will the province’s announcement on Thursday Aug. 13 change the board’s plans?

When will it be communicated to parents/students which group students are in for staggered entry??

How will parents pick up kids for appointments?

Parents are to remain outside of the school, except in case of emergency. Each school will develop a process for pick-up and drop-off and will communicate that with parents prior to the start of the year.

If our child is entering a new school for their first time and parents are not allowed on site will there be a teacher there to help students new to a school. My child has not even had a tour. How will orientation work?

How will the end of day/start of day be dealt with, in terms of walkers and the large groups that end up close together at the crosswalks and will crossing guard be given PPE?

Each school will develop a process for pick-up and drop-off and will communicate this process with parents prior to the start of the school year.

Students will be? encouraged to practice physical distancing when walking to and from school and at the cross walks. Crossing guards are employed by the municipality, not the school board, therefore PPE protocols for crossing guards would be managed by the municipality.?

Can the UGDSB not choose to follow an unconventional model with smaller class sizes in the interest of keeping our children safe?

All school boards in Ontario have been directed by the province as to which model they are to open with.

Can WDGPH direct the Board to move to the hybrid or online model?

That would be a question best directed to WDGPH and/or the Ministry of Education.

Can you explain the rationale in supporting full schools (in our case 1400) when the government is still directing bubbles of 10, max 6 people at a restaurant table, and max 50 indoors with 2m apart?

Can you please clarify, if a student starts in distance learning but decides to return to school will they still be placed at their home school?

Yes, they would be placed in their home school when they return.

Can you please provide further clarification around the restrictions that may be in place for students who might need to move between in-person and distance learning during the course of the year?

At this time, students cannot attend school part-time and also participate in remote learning. If students wish to change from remote to in-person learning (or vice versa), they will be permitted to switch formats at set points during the school year.? Parents should be aware that the period of time that students must remain in their chosen delivery format will be an extended period of time, for example until the end of a reporting period in elementary or quadmester in secondary.

Can you take them out for the month of December and then re-enroll them in January?

Similar to during a normal school year, should a child expect to be away for an extended period of time? it is important that you discuss this with the principal.

When will the decision be made about quadmester vs octomester in secondary?

Do children not have a right to learn? If one type of learning is not working they should have a right to switch. A right to an education.

Will consideration be given for schools acknowledged to be crowded? Like those where there is approval for a new school. ie. Centennial HS.

Each school’s capacity will be reviewed independently and staffed according to class size numbers determined by the Ministry.

Has consideration been given to smaller class sizes for the k-3 groups who will have a harder time social distancing and do not require masks?

At the August 18, 2020, Special Board Meeting trustees brought forward and approved motions making it mandatory for all UGDSB students (JK-Grade 12) to wear masks indoors and on buses.

How is returning to school with so many unknowns support the parents and our children’s mental health?

Mental health supports will be available for students. It is important for parents to communicate their child’s needs to the principal.

How will the first day of school work, when ordinarily all the kids are out on the yard locating their teacher/classroom?

Each school will be communicating first day procedures to parents.

Is there any possibility social distancing or reduced class sizes are going to be mandated after hearing it is the number one concern from so many parents?

The board’s plan is subject to change depending on direction from the Ministry.

Also, what does the Education Act indicate about a parents right to have our students attend school in a building?

Children have a right to an education. Parents have a choice between remote or in-person learning depending on a family’s circumstances and preferences.

What is the Board’s jurisdiction or ability to make decisions outside the Ministry suggested plan to ensure childrens’ safety?

The Ministry’s plan isn’t a suggested plan, it is a directive, therefore the board is required to follow the directive.

Why isn’t the UGDSB using space in under-utilized schools to allow for smaller classes?

The UGDSB is following the Ministry class size regulations under a conventional return to school model.?

Will people who choose in class instruction have access to online learning as well? What if they are sent home? Or have to stay home because they are sick?

As per usual practice, the classroom teacher is responsible for the teaching of? a child who is sent home or absent because they are sick.

Before/After care programs

Will before/after school programs be restricted common areas like gyms etc. or will they be using classrooms and if so will they be cleaned between the program and school starting for the day?

Before and After School Programs are to operate as usual in shared school spaces. Additional cleaning will take place between the use of BASP programs and the use by classes during the day.??

Will the board offices be back to full working capacity as by Sept 8th along with the students they direct?

The Board Office opened for full use on August 4th and will continue to be staffed within the safety protocols required by the government and health officials.

Are there considerations for elementary school children bussed with high school students? The number of people they will be exposed to is so much greater than a class cohort.

Under the conventional model, student transportation will continue as in a regular school year. Additional protocols will be implemented related to additional cleaning, masking guidelines consistent with schools and consistent seating assignments for students.??

For schools that are primarily busses how will student drop off/pick up be accommodated?

Schools will be required to develop a student pick-up/drop-off process. Schools will communicate this plan with parents.

How are the schools working so hard to make things work but the buses are doing nothing? not changing numbers, no info about extra cleaning or who is doing it?

Protocols will be put into place for enhanced cleaning of buses. Students are required to wear masks, and seating arrangements will be in place.? The driver will also have a mask and face shield when distancing cannot be maintained, such as when students are entering and leaving the bus.

How will it work with buses in communities that have a filter school where students are to go from one bus to another?

Are classes going to be set based on who is opting to attend? and not the class cohorts that would have been in place before COVID?

HOW are we cohorting the kids who selected “at school”? Will class composition change – could a class be gr2/3/4 depending on the at-school enrollment? Or are they staying in their grade groups/homerooms?

This is a big question for me: If two gr. 8 classes of 25 – and 20 go online, will they make two classes of 15 or one of 30?

Will children be re-grouped based on ‘at school’ numbers?

Yes, this is a possibility. We will know more once the results of the parent surveys have been received.

What is the maximum classroom size allowed for each age group? I know it’s typically an average across the board. Is it actually going to be strictly enforced per class per school?

Class sizes will continue to be followed as per the Ministry of Education guidelines and local collective agreements.?

So students will have multiple cohorts? Bus Cohorts and class cohorts doesn’t that increase the risk of infection to the children?

Students may have multiple cohorts (e.g. bus cohort plus class cohort). The province has directed that direct and indirect contacts for in-school cohorts in elementary schools should be limited to approximately 50 contacts; direct and indirect contacts for students in secondary schools should be limited to approximately 100 contacts. The guidelines around a 50 or 100 person indirect/direct contact are linked to student contacts only within a school, independent of staff contacts and busing.

How can a 50 person interaction be assured in elementary when planning time/French/rotary teachers see multiple classes a day (e.g. 130 and up each day)? (Addition: then bus students who spend 20-30 minutes each way on a bus of 40 kids?)

The guidelines around a 50 person indirect/direct contact are linked to student contacts only within a school, independent of staff contacts and bussing.?

How does the Board plan on notifying parents of a possible exposure of our children to COVID? Will all students affected have to do the mandatory 14 day quarantine? How will this be implemented?

When a student or staff member has been diagnosed as positive for the COVID-19 virus, the school and board will follow the directions of Wellington-Dufferin-Guelph Public Health. Every individual who has tested positive for COVID-19 will be contacted by their local Public Health Unit (PHU) for further follow-up. The local PHU will notify the school of a positive COVID-19 diagnosis. Where the local PHU determines there was a transmission risk to others in the school, Public Health will perform a risk assessment for any contacts. All students and staff determined to be at high risk of exposure will be directed to isolate and recommended to be tested (voluntary testing) within their isolation period. PHU will determine which cohorts should self-isolate or whether a partial or full school closure is necessary due to the scope of the outbreak.?

Public Health is responsible for determining if an outbreak in a school exists, managing the outbreak in collaboration with the school, and determining when the outbreak can be declared over. In the event of a COVID-19 outbreak, all schools will follow the direction of Public Health.

How does the Board plan on verifying that students have been screened properly when entering the school?

Staff will be trained in monitoring for the signs and symptoms of COVID-19, however schools will not be screening students as they arrive at school each. Daily screening of students is to be performed by parents prior to students arriving each day.?

How many COVID cases will schools have to have before they are shut down? Is there clear info on this from the ministry?

How many kits will be available? (re: infection-control kids – dealing with kids presenting with symptoms in class)

Each school will have an isolation room/area with a kit available. Additional PPE will be available for use.

How many students will be allowed in this designated (isolation) room? Will they be isolated from one another?

Physical distancing protocols will? be maintained in the isolation area. This area will be cleaned and disinfected after each use.?

If a child shows “symptoms” & needs to be picked up and you have children in more than 1 school do you need to pick them all up?

Students from the same family may need to be picked up as well if exhibiting COVID-19 symptoms.?

If a teacher/student becomes positive for covid-19 does the whole class need to be home for 14 days and get tested?

We will follow the guidelines of Public Health.

The plan says that siblings of a student that shows symptoms will be sent home. Does that mean siblings at the same school? Or would it apply to siblings in different schools?

What happens if a child sneezes or coughs ONCE? Are they immediately taken out of class & isolated? Do they have to get tested every time? When can they return to school? What about other kids in class?

Staff will be trained in monitoring for the signs and symptoms of COVID-19.

What happens when a child has a fever or just a sore throat and the family says it’s strep? Are families required to provide test results to school. Are all symptoms isolated? During cold/flu season, how are we to distinguish between cold & covid?

Children who have a fever or are not well, should not attend school.?

Where does liability lie when it comes to our children contracting COVID from school? The Board? The Ministry? The government?

The board has provided options for school attendance (in person or remote). Parents are free to choose the option that best supports the model for their family.

Will teachers or school nurses be testing kids?

No, parents are asked to screen their children prior to coming to school each day. Staff will be trained to monitor for symptoms of COVID-19 and will follow the procedures if a student becomes unwell at school.

How does the tornado/lock down drills work if they can’t actually practice?

The procedures will be reviewed, but not practiced.

Can portable handwashing stations be installed in portable classrooms, so that students are actually washing their hands, not just relying on hand sanitizer?

Hand sanitizer placement will be prioritized in portables. Students will also be provided with opportunities for hand washing in regular student restrooms.

How much budget is available for handwashing stations/school? or are we relying on sanitizer?

The Ministry has announced additional funding for cleaning protocols (including hand hygiene). Classrooms that have a water supply will be provided with hand soap and paper towels. Hand sanitizer placement will be prioritized in portables, school entrances and in classrooms without a water supply. Students will also be provided with opportunities for hand washing in regular student restrooms. The availability of hand washing options will continue to be monitored.

Should children each bring a small bottle of hand sanitizer with them?

Hand sanitizer will be available for students to use. Students can bring approved hand sanitizer.

So, will classrooms have the supplies or not?

Outdoor time will be staggered to allow for physical distancing. Maintaining physical distancing at all times will be challenging. Adults and students will sometimes forget this important safety measure or will unintentionally enter someone else’s space. It is important to recognize that we are aiming for the best efforts and not perfection. A friendly reminder will be provided when someone is failing to keep the required distance apart or when friends are seen in physical proximity to one another.
